Bachelor of Construction Management of the Department of Civil Engineering of Tsinghua University, Master of Infrastructure System and Management of the Department of Civil Engineering of National University of Singapore, Master of Applied Fiance of Business College of the University of Melbourne in Australia and Doctor of Engineering Management of the Department of Construction Management of the Pennsylvania State University in USA.

He successively serves as visiting professor in Britain Cleveland Bridges Co., Ltd ( July 1998 - June 1999) subordinate to Norway Kvaerner Engineering Group, the Policy Research Center of the Ministry of Construction (June - September 2002), Tsinghua University ( January - December 2006), University of Melbourne ( 2007 - July 2012; being confirmed to be a permanent faculty in 2011), Sichuan University (July 2012 till now) and St Edmund Hall of Oxford University (from January 2016). Moreover, he also serves as consultant (2006 till now) of Public Private Infrastructure Advisory Facility (PPIAF) of the World Bank, member (2012 - 2014) of Global Agenda Council (infrastructure) of World Economic Forum (WEF), member (2012 till now) of Advisory Committee of Strategic Infrastructure Initiative of World Economic Forum, member (2015 till now) of Advisory Committee of The Future of Construction Initiative of World Economic Forum, consultant (2010 till now) of Anti-corruption Initiative (CoST) of International Construction Industry, member of The American Society of Civil Engineers (ASCE), director (from the end of 2013 till now) of China Institute of Management Science and Engineering, editorial board member and professional editor (organization domain) of ASCE Journal of Construction Engineering and Management of International Top Journals of SCI Retrieval in Construction Management field. In 2012, he was selected to be one of Top 100 People in Sichuan. In 2013, he was selected to be a director of China Institute of Management Science and Engineering. In 2014, he was selected to be a candidate for academic and technical leader in Sichuan Province.

His study orientations include selection of international construction market/entry mode selection/project selection, making of overseas infrastructure financing decisions, management of large complex projects, analysis of and response to project/enterprise risk, financial forecast and Monte Carlo simulation of infrastructure projects, structural design and innovation of PPP project trades, VFM (Value for Money) assessment of PPP projects and financial affordability argumentation of PPP projects. He completes one English article of African infrastructure financing and assistance published by the World Bank press, one English article of entry strategy in international construction market published by the Science Press, over 20 SCI/EI international top professional journal articles (articles or correspondences, of which 12 articles are ABS two-star journal articles), and makes nearly 12 research reports regarding policy analysis or infrastructure investment and financing of the construction industry for such international organizations as the World Bank, the Economic and Social Council of the United Nations (ECOSOC), the Organization for Economic Co-operation and Development (OECD) and Construction Industry Research Institute of USA (CII). In 2010, he made a Keynote speech regarding entry in the engineering market at OECD headquarters in Paris. In 2012, he was entrusted by the World Bank to evaluate the development planning of Malaysia’s construction industry. He has presided over two national natural science fund projects, with total study fund of over RMB 6,000,000 Yuan.

He also assumes a expert in the editorial group of Guidance to General Contracts of Government and Social Capital Cooperation Projects of NDRC and an expert in the editorial group of Guidance to VFM Evaluation of Government and Social Capital Cooperation Projects of the Ministry of Finance. In 2015, he provided PPP practical training for Sichuan governmental officials in cooperation with British Consulate in Chongqing and Sichuan Provincial Finance Department and Organization Department. In 2015, he undertook the topic research of PPP project risk management of PPP center of the Ministry of Finance, served as expert reviewer of the second PPP demonstration projects of the Ministry of Finance, expert in entry review group of Sichuan PPP advisory agency, main speaker of practical operation of VFM evaluation and financial affordability in PPP demonstration project training (Luoyang and Kunming) organized by PPP center of the Ministry of Finance. In 2016, he served as main speaker of PPP practical operation of Sichuan Investment Association, expert reviewer of the third national PPP demonstration projects and main speaker of PPP project risk management in PPP demonstration project training (Xi’an) organized by PPP center of the Ministry of Finance.
