   The project is located in Weixian County, Xingtai City, Hebei and is executed by the Water Affairs Bureau of Wei County. The project has been selected as one of the second batch of demonstration projects of the Ministry of Finance. The project is under the industry of “water conservancy construction--irrigation", and is the first PPP agricultural project country in China. It is estimated that execution of the project can save more than 17% of financial funds and save more than 30% of irrigation costs for farmers, so as to really win-win of government, social capital and farmers through market-oriented operation. In addition, because the above agricultural water-saving irrigation system needs large-scale land circulation as foundation, which objectively promotes the appropriate scale-based operation of agriculture, and provides an essential foundation for agricultural industrialization and modernization.

   The construction scale of the project is 176,100 mu and the total investment is RMB 652 million. In the early period of the project, some cost expenditures are invested by the social capital institution. Only RMB 316. 98 million shall be invested by the government by stages and RMB 335.02 shall be invested by the social capital institution in the construction period. The franchise period of each batch of sub-project is 20 years (excluding construction period), the whole construction period of the project is 6 years.

   The project injects some elements into the "farmland", such as capital, hydraulic facilities, agricultural science and technology, planting pattern, water resources protection (water right trade), pollution-free agriculture, Internet etc., hence changes the "raw land" into "cultivated land" with complete elements of production technology, create a modern "smart farm", set up new mode of "agriculture + " in Wei county. The project involves the animal husbandry industry zone, pear industry zone, agricultural techology demonstration parks and 10 townships. The project adopts sprinkler irrigation (including fixed sprinkler irrigation and center-pivot sprinkler irrigation system), drip irrigation, implement efficient water-saving irrigation area of 176,100 mu and 587 motor-pumped wells. The project included farm road engineering, motor-pumped well, water pump and irrigation head, sprinkler irrigation system pipeline, intelligent control system, farmland irrigation water metering facilities, fertilizer applicator etc.

   The project adopts BOT operation mode and the user-paid repayment mechanism. The project adopts “construction-management-service integration more, and achieve a win-win situation for the three parties of the government, social capital and water users.
