PPP Project of “Clean Water” Action Comprehensive Governance in Guang’an City

   The project is proposed to be built in Guansheng Town, Guang’an District, Guang’an City, and is executed by Guang’an Bureau of Housing and Urban-Rural Development. The project has been selected as one of the second batch of demonstration projects of the Ministry of Finance. The project is under the industry of “municipal works -- sewage treatment”, and will significantly improve the water environment quality of the whole city, effectively protect the drinking water sources, comprehensively improve the overall water environment quality of the city (water system, water surface, water quality, water bank), and will provide a strong environmental guarantee for sustainable development of the urban economy and for safety of potable water resource of 30 million of people in Chongqing City, and also make a contribution to water environment protection in the Yangtze River Basin and the Three Gorges Reservoir Area.

   Total investment of the project is RMB 2,951 million, of which the franchise right of sewage treatment and sludge disposal facilities of the project covers the total investment of about RMB 455 million, capital of the project company is RMB 900 million. The financing gap of the remaining RMB 1,604 million is funded through bank financing by the project company. The cooperation period of the project is 30 years.

   The project consists of three parts: first, the incremental part: 1) Urban sewage treatment plant project; 2) Township sewage treatment station project; 3) Drainage area rehabilitation project; 4) Sludge advanced treatment and recycling demonstration project; 5) Sewage pipe network construction project. Second, ROT project: transformation and operation project of sewage treatment station of each district and county in Guang’an. Three, stock project: 1) Wusheng County Sewage Treatment Plant under Entrusted Operation; 2) Yuechi County Sewage Treatment Plant under Entrusted Operation; 3) Township Sewage Treatment Station under Entrusted Operation.

   The project adopts the operation mode BOT+ROT. The project company uses professional advantage to undertake the project design, construction, operation etc., execute 9 actions of urban-rural sewage treatment, industrial pollution control, rural agricultural pollution control, resource control of rivers /lakes, ecological restoration, safety guarantee of potable water source, garbage disposal; and get reasonable repayment through the "payment by user" and necessary "the “payment by government”.
