   The project is located in Baima Town, Urban Center District, Neijiang City, and is executed by the City Administration Bureau of Urban Center District, Neijiang City Bureau. The project has been selected as one of the third batch of demonstration projects of the Ministry of Finance and the first national PPP demonstration project of Urban Center District. Total investment of the project is about RMB 57 million, and cooperation period of the project is 12 years, including the construction period of 19 months.

   This project is under the industry of “municipal works--garbage disposal”. Execution of the project will greatly boost the recycling of construction waste of Urban Center District, promote industrialization of recycling of construction waste, and has demonstration project to set up such recycling of construction waste in the district, explore the mode applicable for such recycling of construction waste for the surrounding and even the whole city, play an exemplary role to promote overall recycling of construction waste.

   The project consists of two phases of works, of which, the first phase is to build one new “fixed” production line for construction garbage disposal, with an annual treatment capacity of 300,000 tons; one production line for producing the curbs for recycling of new construction waste to produce curbs of 400,000 m; rebuild and expand production line of the existing pavement bricks and pervious bricks, recycle the construction waste to produce aggregate-based pervious bricks and pavement bricks of 600,000 m². The first phase is to 2 new “movable” production lines for construction garbage disposal and recycling, with an annual treatment capacity of 200,000 tons.

   The project adopts the operation mode BOT (Build - Operate -Transfer). In order to attract social investors and stimulate social investment vitality, the project adopts repayment mechanism of “2+1” mode to guarantee the project’s reasonable revenues and benefit-sharing, i.e. the investor’s reasonable revenues are guaranteed by the government’s feasible subsidies for financing gap in the earlier/middle period of public service of “garbage collection and sorting/disposal”. For the market-based renewable resources in later period, the government does not bear the market risk but enjoy excess profits at the same time to make up government’s subsidies for gas in the earlier/middle period, and properly start up incentive mechanism according to demands of enterprise development and sales of products.
