   The project is located in Naxi District of the southwest downtown of Luzhou city, and is executed by Luzhou Yangtze River Ecological Wetland Town Management Committee. It has been selected as one of the third batch of demonstration projects of the Ministry of Finance. It connects the southern cluster and An’fu cluster, with the length of approximately 9.36 km, covering 2 full interchanges (Lan’an Avenue and Airport Road) and 2 easy interchanges of the inverted river (north side) road and the planned trunk road. 

   Total investment of the project is about RMB 3,079 million (including 135 million interests in construction period), the financing ratio to the total investment is 74%, and the project capital accounts for 26% of the total investment. The capital project is contributed by the authorized Luzhou Yangtze River Ecological Wetland Town Management Committee and the social capital institution respectively at 10% (RMB 87.90 million) and 90% (RMB 783.8 million). The registered capital of the project company is RMB 100 million is contributed with money by Luzhou Yangtze River Ecological Wetland Town Management Committee and the social capital institution respectively the Luzhou Yangtze River Wetland Ecological Metro Investment Co. Ltd. and the social capital institution at the stock ratio. The insufficient capital is contributed both parties at the stock ratio. The social capital institution is responsible for project financing work. The project adopts the operation mode BOT and repayment mechanism of “payment by government”. The operation period is 13 years, including construction period 3 years and operation period 10 years.

   Road planning of the project is determined as urban expressway. The designed speed is 80km/h for the main line. In the short term there are two-way 8 lanes. In long term, the central separation zone and the 2 lanes inside can be used as track or BRT. The standard road width from the starting point to Lan’an Avenue section is 50m, with 40m green belts controlled on both sides. “8 two-way lanes on main line + median 4m green belt + sidewalks on both sides” are available in short term. The standard road width from Lan’an Avenue section to the terminal section is 70m, with 30m green belts controlled on both sides. “8 two-way lanes on main line + median 4m green belt + 4 two-way lanes and sidewalks on auxiliary roads of both sides” are available in short term. Main line of Project of Ring Road 2 in Luzhou City (Naxi Section) is 9.36km long, of which, about 4.9km road section from Lan’an Avenue to the terminal point is equipped with auxiliary road, covering 2 full interchanges (Lan’an Avenue and Airport South Road) and 2 diamond interchanges of the inverted river (north side) road and the planned trunk road, 1 interchange around Mt. Wuding, including road engineering, traffic engineering, bridge engineering, water supply/drainage engineering, electrical engineering and landscape engineering.
