PPP Project of Overall Urbanized Municipal Road and Comprehensive Pipeline Gallery Construction in Tuojiang New Town, Luzhou City, Sichuan Province

   The project is located on side of Kangcheng Road in western urban district and is executed by Tuojiang New Town Construction and Management Committee of Luzhou City. The project has been selected as one of the third batch demonstration project of the Ministry of Finance. The project is under the industry of “municipal works--municipal roads”. It is the first underground comprehensive pipe gallery project in Luzhou. Completion of the project can alleviate traffic pressure in western urban district. Completion of comprehensive pipe gallery can eliminate the situation of “road zipper” and “overhead spider web”.

   Cooperation period of the project is 13 years, total investment is about RMB 3 billion, the project company is responsible for whole process management of investment/financing, construction, operation and transfer etc; the registered capital of the project accounts for 20% of the total investment, the government-designated contributor and the bid-winning social capital institution contribute respectively at 10% and 90% (in monetary funds). All the rest capitals except the registered capital will be raised by the bid-winning social capital institution.

   he project covers an area of about 1,000 mu, and will build 12 new roads and their supporting facilities as well as 4 underground comprehensive pipe galleries and their supporting facilities, of which there are total 5 roads with width 16m and length 7.7km; total 5 roads with width 32m and length 8.8km, total of 1 road with width 40m and length 1.3km, total 1 road with width 70m and length 2.2 km; the comprehensive pipe gallery project is about 9.1km long (2.6km transverse No. 1 line, 1.9km transverse No. 3 line, 1.5km transverse No. 5 line, 2.3km Yunfeng line, 0.8km single path cabin at the intersection of each trunk road).

   The project adopts the operation mode BOT and the repayment mechanism of “feasible subsidy for the financing gap”. The project company achieves profits from the proceeds of the comprehensive pipe gallery and the available service purchased by the government and the operation maintenance fee.

   Tuojiang New Town, as an important part of the development layout of “two cities and three parks” in Luzhou, will play a major role as a main field of construction for building Luzhou as a central city in the southern region of Chengdu-Chongqing urban cluster and for achieving the strategic goal of “double 200”. Tuojiang New Town will strive to be built into a high-quality new town with the most convenient transportation, the perfect function, the most beautiful environment and suitable for live, industry and tourism by 2020, and become an important “engine and new benchmark” to promote the transformation, upgrading and development of the whole city.
