PPP Project of Internet + Urban-Rural Environmental Sanitation Integration of Chizhou City of Anhui Province

   The project is located in the urban district of Chizhou city, and is executed by the Environmental Sanitation Management Office of Chizhou City. The project has been selected as one of the third batch of demonstration projects of the Ministry of Finance. It is under the industry of “municipal works---garbage disposal”, and is determined as garbage disposal project of renovation and environmental sanitation works, the project will push services of purchase, construction, management, maintenance of the following aspects to the society (including road sweeping/cleaning, road dust control, guardrail cleaning, sticker cleaning, domestic garbage transfer/transport, waste landfill/disposal, as well as sanitation vehicles/equipment, public toilets, garbage transfer stations and intelligent sanitation management platform. Such services are provided by enterprises. The government pays fees to the enterprises based on the service performance evaluation results; market-based companies invest to build ecological micro-station, intelligent garbage classification/delivery station. Some spaces are set aside from the ecological micro-station as the community service station, for providing courier services or bank cabinet machines etc.
   Total investment of the project is estimated as RMB 162,169,100, the project capital is RMB 32,433,800, the capital is be contributed by the government and the social capital institution respectively at ratio 20% (RMB 6,486,800) and 80% (RMB 25,947,000) in monetary fund. The rest funds are proposed to be obtained bank loans or other financing channels. Cooperation period of the project is 16 years including construction period 2 years and operation period 14 years.

   The project to be constructed covers urban district and Guichi district of Chizhou city (excluding the township and new district for government affairs service), Pingtian Lake Scenic Area, Qingxi Avenue of Economic Development Zone, of which the total cleaning area is about 7,479,839 m², the cleaning area of road sanitation in urban district is about 4,536,353 m², the cleaning area of Guichi District is 1,191,123 m², the cleaning area of Pingtian Lake Scenic Area is 1,460,346 m², the cleaning area of Qingxi Avenue of Economic Development Zone is 292,017 m², total amount of daily garbage is about 300 tons / day. The project is to transform 16 garbage transfer stations and provide a set of spraying deodorization system for each transfer station, and build 120 new ecological micro-stations and 234 intelligent garbage classification/delivery stations.
   The project adopts the operation mode BOT+ROT+TOT and the repayment mechanism of “payment by government”. The government pays the costs to the enterprises according to the results of service performance evaluation. Upon expiration of the term, the investment company of the project shall transfer the ownership and use right to the municipal government in a good condition, free of charge and free of debts.
