The project is located in the main urban district of Chizhou City, and is executed by Chizhou City Housing and Urban-Rural Development Committee. The project has been selected as one of the third batch of demonstration projects of the Ministry of Finance. The project is under the industry of “municipal works---sponge city”, which is an important infrastructure project under pilot construction of sponge city in Chizhou City and also a supporting project of urban shanty town transformation, and also the first PPP project that combines sponge city with shanty town transformation. Completion of the project will further improve the living environment and urban traffic environment in the main urban district of Chizhou City.

   Total investment of the project is about RMB 1,231,139,700. The government and the bid-winning social capital institution constitute a project company by accounting for 20% shares and 80% shares respectively. The institution wins the project bid will establish a project company to be responsible for investment, construction and operation of the project in Chizhou City. Cooperation period of the project is 12 years including construction period 2 years and operation/maintenance period 10 years.

   The project to be constructed covers construction of sponge city, municipal roads and bridges, landscaping, including three parts such as construction and renovation of Binjiang shanty town infrastructure, construction of new infrastructure of Heaven Lake District (new) and construction of Heaven Lake Park, including the construction of Along-river West Road with the proposed length of about 2,077m; the transformation of urban trunk roads, including Along-river East Road, Mt. Jiuhua Avenue, Muzhi Road, Duwu Road, with the transformation length of about 24,941m; and stabilization engineering of lake-viewing embankment. Heaven Lake Road project includes the construction of urban trunk roads with the proposed length of about 7,378m; the construction of urban secondary trunk roads with the proposed length of about 4,887m; Renovation of urban backbone roads with the proposed length of 7,840 m. Heaven Lake engineering project covers an area of about 1,495,364.38 m², including the park land 453,048 m², water body 1,042,316 m².

   The project adopts the operation mode BOT and repayment mechanism of “payment by government”, in accordance with the operation mode of “investment--construction--maintenance integration + public service purchased and paid by government”, the government entrusts the third party to carry out regular inspections according to the assessment criteria, and settles the fee for service purchase according to assessment results. Upon expiration of the term, the investment company of the project shall transfer the ownership and use right to the municipal government in a good condition, free of charge and free of debts.
